There are several mailing lists for talking about the AMD64 architecture on GNU/Linux. You can also browse the list archives, if you want to find out what people are saying without subscribing to one of the mailing lists.
The "discuss" list is for discussions about the AMD64 architecture, the ABI, how to implement GNU/Linux on the architecture, and so forth. There are a lot of postings on this list.
The "patches" list is for posting patches to software hosted here, or patches to other software that is relevant to the AMD64 community.
